Normalize the technical baseline
Confirm that finished size, board construction, wrapped or printed paper, print coverage, colors, finishes, inserts, accessories, assembly and packing are equivalent. Small changes in board thickness, material yield, finish area or insert method can make visually similar quotations commercially different.
Create a deviation column. Suppliers should state every substitution, excluded item and assumed tolerance rather than hiding it inside a unit price.

Separate included and excluded cost
Record tooling, plates, dies, molds, structural samples, printed samples, pre-production samples, unit price, inner packing, export cartons, labels, inspection, documentation, inland transport, freight, duty and tax as separate rows where relevant.
Do not assume a low unit price includes the same packing labor, protection or evidence. Ask what happens to the quote when artwork, finish coverage, quantity, carton size, delivery point or sample method changes.

Compare risk and control, not only price
A commercial comparison should include sample clarity, response quality, evidence relevance, change control, inspection plan, packing definition and ownership of each process. These affect the probability and cost of rework, delay, damage or dispute.
Where a risk cannot be resolved before supplier selection, assign an owner, next verification step and decision deadline. Avoid hiding unresolved risk inside a subjective supplier score.
Create a decision record
Keep the final specification, quotations, deviations, evidence register, sample scope, commercial terms and decision rationale together. This prevents the project from drifting back to an earlier price or obsolete artwork during production.
The winning quotation should be the most suitable controlled offer, not automatically the lowest number in the first comparison.
